Rules and regulations


   Student Rights:

1- The student of the governorates and distant cities shall enjoy free housing in the hostels of the University.

2. The student shall enjoy a free education law.

3. The student receives primary health care through the university clinic.

4 - The student has the right to obtain sickness permission from the official health authorities should not exceed thirty days otherwise the student will be postponed for the next school year.

5 - Students have the right to postpone their academic year study because of the severe humanitarian conditions  by a decision of the College Council.

6. The student has the right to use scientific facilities such as laboratories, workshops, public libraries and specialized university.

Instructions for the discipline of students in the institutions of the Ministry of Higher Education and Scientific Research No. (160) for the year 2007

Article (1) The student shall obey  the following:

I. Compliance with laws and regulations, internal regulations, instructions, orders issued by the Ministry of Higher Education, scientific research and its institutions (university, faculty, college, institute).

Second, not to prejudice religious beliefs, national unity, or nationalist feelings, or to deliberately stir up sectarian, ethnic, or religious strife.

Thirdly, not to harm the reputation of the ministry or its institutions by word or deed inside or outside it

Avoid all that is contrary to the university behavior of high discipline and respect for management, faculty, staff and fellowship relations and cooperation between students.

Fifth:Proper disciplined behavior that will positively affect the appointment and nomination of scholarships and fellowships.

Sixth: Abstain from any action that disrupts the system, tranquility and tranquility within the campus (college or institute), participation in it, and incitement or concealment of those who do it.

Seventh: Preserving the educational requirements and the property of the university, faculty, college or institute.

Eighth: Not to disturb the good conduct of the study at the college or institute.

Ninth: Adherence to the uniform for students, taking into account the specificity of each university or body.

Tenth: Avoid calling for the establishment of organizations that would deepen discrimination or practice any kind of political, religious or social persecution.

Avoid publicity for any political party, organization, ethnic group, national or sectarian group, whether by hanging pictures, banners, posters or seminars.

Do not invite any party figures to give lectures or hold party or religious seminars on campus to preserve national unity.

Article 2 The student shall be punished by warning if he commits any of the following offenses:

First: Non-compliance with the uniform issued at the university or body.

Second, the abuse of students' relations with students or passing by a student

Article 3 - The student shall be punished by warning if he commits any of the following offenses:

First, it is indeed necessary to punish the alert with the punishment already punished by the warning.

II - disruption of order and tranquility and tranquility in the university or body, college or institute

Article (4) A student shall be punished by a term of thirty (30) days if he commits any of the following offenses:

First, it is indeed necessary to be punished  with a penalty of warning.

Second, he passed by saying one of the university employees who are not members of the faculty.

Thirdly, he defamed a member of the teaching staff, which harms him inside or outside the college or the institute.

4 - Putting posters - on campus - that disturb the public order and ethics.

Article 5 The student shall be punished by temporary dismissal from the university for a period not exceeding one academic year if he commits any of the following offenses:

(1) If the commission of an act referred to in Article (4) of these Regulations is repeated.

Second - March or incite sectarian or ethnic blocs or political or partisan gatherings on campus.

Thirdly, he assaulted a member of the university who is not a member of the faculty.

Use violence against fellow students.

V. Threat of armed violence.

Sixth - carrying all types of weapons on leave or without leave on the campus.

7 - intentionally or grossly negligent damage to the property of the university, body, college or institute.

Eighth: Abusing national unity or religious beliefs.

IX - Passed by saying one of the faculty members within the college or the Institute or outside.

Tarnishing the reputation of the university or body by word or deed.

Intentional breach of the good conduct of the study.

12 - proved to be a fraud and fraud on fellow students and employees of the college or institute.

Article 6 - The student shall be punished with the final dismissal from the college or the institute and by a decision of the university or the body and shall record his registration if he commits one of the following offenses:

First: Repeating one of the violations stipulated in Article (5) of these instructions.

Second, he is already assaulting a faculty member or lecturers at the university, faculty, college or institute.

Thirdly, it is a disgraceful act and contrary to morality and public morals.

Submit any false documents, books or documents knowing that they are forged or that they are instigators of forgery.

V. Prove that he committed an act that violates the security and tranquility on campus, or his participation or assistance.

Sixth, if he is convicted of a felony or misdemeanor that violates honor, his sentence shall be more than one year.

Article (7) First: The imposition of the penalties provided for in Articles (2), (3), (4), (5) and (6) of these instructions shall not prevent the infringing student from imposing other penalties if the violation occurs under the laws Punishment.

If a criminal action is brought against the student for an act attributed to him outside the university or institute

Second: If a criminal action is brought against the student for an act attributed to him outside the university or institute, he shall be considered disciplined until the decision of the criminal proceedings.

Article (8) The Dean of the College or Institute shall form the Student Discipline Committee headed by the Dean's Assistant and the membership of two faculty members should be one of the members of the Committee, a representative of the Students' Union and one of the administrative staff.

Article 9: No disciplinary punishment may be imposed unless recommended by the Student Disciplinary Committee.

Article 10 - Disciplinary penalties stipulated in these instructions shall be imposed by a decision of the College Council or the Institute. The Council may delegate its powers to the Dean of the College or Institute.

Article (11) First - The punishment of warning and warning is categorical.

Second: A student who has been dismissed from the college or institute for a period not exceeding thirty (30) days may object to the decision of dismissal at the college or institute council and his decision is final.

Third: A student who has been dismissed from the college or institute for more than thirty (30) days shall have the right to challenge the decision of the university president and his decision shall be final.

Fourth: A student who has been dismissed from the College or Institute shall have a final dismissal of the decision to dismiss the University Council and his decision shall be final.

Article (12) The student may object to the dismissal decisions provided for in Articles (II), (III) and (IV) of Article (11) of these Instructions within (7) days from the date of informing him of the decision against him. (15) fifteen days from the date of publication of the decision of dismissal in the notice board

Article (13) The penalty decision shall be placed in the notice board at the college or institute for a period not less than (15) fifteen days, and shall be communicated to the student's guardian in writing.

Article 14 - Discipline Regulations for Students of Higher Education No. 19 of 1989 shall be repealed.

Article 15 - These instructions shall be implemented from the date of their publication in the Official Gazette.

Instructions for student absences:

1 - If the student exceeded the absence of 3% of the total hours of the course material was issued the penalty of alert.

2 - If the student exceeded the absence of 5% of the total hours of the course material was issued the penalty of the first warning.

3 - If the student exceeded the absence of 7% of the total hours of the course material issued a final warning.

4- The student shall be considered a rapporteur on any subject when his absences exceed 10% without an excuse from the total hours of the course.

5. The student shall be considered a rapporteur on any subject when his absences exceed 15% with a legitimate excuse and by a decision of the College Council of the total hours of the course.

Instructions of the Examination Committee

1 - The student must carry his identity inside the examination hall, and highlight it when the request.

2 - No book, or paper is allowed inside the examination hall.

3 - The student must write his / her triple name as it is listed in the official lists, description, section, and material examined in Arabic, and using the pen.

4- It is forbidden to speak inside the hall.

5. No paper may be torn from the examination book.

6. All inquiries are directed to the exam hall official only.

7 - No student is allowed to leave the exam hall during the first half hour of the exam and no student is allowed to enter the examination hall after the distribution of questions.

8. The student shall remain in his place at the time of the announcement of the Senior Controller, the completion of the exam time until the exam books are delivered.

9. No student may move from his / her place without the permission of the Senior Observer.

10 - Students must bring all their supplies and prevent borrowing inside the examination hall.

11. The student is not allowed to take the exam in case of violation of uniform.

12 - If the student cheats, or tries to do so on the quarterly or final exam, he will be absent in all the subjects for that year. If repeated, he will be dismissed from the university and his record will be recorded.

13. It is strictly prohibited to take the student (mobile phone) to the examination hall.

14. The ignorance of the points mentioned above is not an excuse for the violators
